SGT. GILL SAYS ANOTHER PROBLEM IS AN A VACANT APARTMENT BUILDING ACROSS FROM THE SHELTER WHICH HAD BEEN OCCUPIED BY A NUMBER OF HOMELESS PEOPLE.
